Agricultural Policy of Bangladesh Essay Agriculture is the dominant economic activity in Bangladesh and regarded as the lifeline of the Bangladesh economy. Its role is vital in enhancing productivity, profitability and employment in the rural areas for improving the wellbeing of the poor. As the largest private enterprise, agriculture (crops, livestock, fisheries and forestry) contributes about 21% of the GDP, sustains the livelihood of about 52% of the labour force, and remains a major supplier of raw materials for agro-based industries. Agriculture plays an important role in the overall economic development of Bangladesh. Agriculture is also a social sector concerned with issues like food and nutritional security, income generation and poverty reduction. Besides, it is the biggest source of market for a variety of consumer goods, including consumer durables particularly in the rural area. Hence, improvement in agricultural sector performance and acceleration in its growth are critical to reducing rural poverty. 1. 2 Agricuture sector encompasses crops, fisheries, livestock, and forestry sub-sectors. Separate policies on livestock, fisheries and forestry have been formulated by the respective ministries. In this perspective, Ministry of Agriculture has drafted this policy document in order to undertake and guide development activities in the crops sub-sector. As expected, policies aimed at crop production in the areas of reaserch, extension, seeds, fertilisers, minor irrigation, marketing, gender and HRD have prominence in this document. Since crop sector plays a major role in Bangladesh agriculture and gets the utmost importance in various agriculture related programmes of the government, this policy document for the development of crop sector is, therefore, entitled as the National Agriculture Policy. It is estimated that the agricultural land is declining by 1% per year and the land quality is deteriorating owing to degradation of soil fertility (e. g. nutrient imbalance), soil erosion and soil salinity. In addition, water resources are also shrinking. In order to produce more food for an increasing population, and raw materials for agro-industries, there is a need for increasing agricultural growth through higher productivity, including increased yield, agricultural intensification and diversification, and value addition. The overarching goal of the Government of Bangladesh (GoB) matches with Millennium Development Goals (MDG) of achieving 50% reduction in the proportion of population living below the poverty by 2015. In addition to maintaining a sound macro-economic framework, the Poverty Reduction Strategy Paper (PRSP), entitled Unlocking the Potential National Strategy for Accelerated Poverty Reduction (GoB, 2005), highlights the need for higher growth in rural areas, development of agriculture and rural non-farm economic activities as one of the four priority areas to accelerating pro-poor economic growth. In order to achieve the GDP growth rate of 7% per year, agriculture must grow by at least 4-4. 5% per year (PRSP, 2005). This is presumably possible through an increase in agricultural productivity (for crops, horticulture, livestock, fisheries and forestry) based on modern agricultural technology and a supply chain linking farmers with consumers in the domestic as well as overseas markets. Small farms dominate the agrarian structure of Bangladesh. Therefore, performance of the sector greatly affects economic progress and people s livelihood. To reduce rural poverty 2 and improve rural livelihoods, it is necessary to recognize and to develop existing agricultural production system into a more dynamic and viable commercial sector. Agriculture has the potential to reduce food deficit as well as shortage of industrial raw materials, and also to generate employment opportunities with reasonable income, which will in turn help improve the standard of living of the rural people. The growth potential of most of the crops and other agricultural commodities are substantially higher than present level of production. 1. 7 Sustainable intensification and diversification of agriculture through technological change requires an efficient and productive agricultural technology system comprising agricultural research and extension. This needs to be supported by appropriate value addition and market linkages. Enhancing productivity, resource use efficiency, using cutting age science, experimental facilities and above all productivity and maintaining a reservoir of first-rate human resources to sustain knowledge-intensive agriculture has become critically important. The Bangladesh agriculture demands considerable scientific and technological input. Today s complex national and economic environment requires increase in the effectiveness of the public expenditure in research and extension system. Major challenges for the Bangladesh agriculture are to raising productivity and profitability, reducing instability, increasing resource-use efficiency, ensuring equity, improving quality; and meeting demands for diversification commercialization of agriculture. 1. 9 The existing National Agricultural Policy was adopted in April, 1999. With the passage of time some issues and concerns have emerged in agriculture, in some cases with new dimension. For instance, dwindling agricultural resources, declining biodiversity, climate change, increasing frequency intensity of natural disasters, increasing input prices, soaring food prices etc. require transformation of agriculture in such a way that would address challenges to meet demands. This necessitates the revision and updating the earlier document to make it relevant to the present agro-economic context. Strengths, Weaknesses, Opportunities and Threats (SWOT) of Agriculture Sector For developing of a pragmatic and effective and efficient national agricultural policy, it is a pre-requisite to gauge the Strengths, Weaknesses, Opportunities and Threats that are associated with the issues of policy interventions.

Ender's Game by Orson Scott Card When the novel starts Ender Wiggin is a six-year-old genius. He has a brother, Peter, and a sister, Valentine, whom is the only person Ender truly loves. Ender is the third born in the Wiggin family, which is rare, because the limited amount of children per family is two. The government had been running a Battle School in space to train young boys and girls to become military commanders to fight against the buggers, aliens who had invaded Earth in the First and Second Invasions. Peter and Valentine had both been tried out for the Battle School, but Peter was too ruthless and Valentine was too soft towards the enemy. They both failed to go to the Battle school. But, the government wanted Ender. They wanted the death threatening genes that Peter had and the merciful and loving genes that Valentine had. They hoped that Ender would make the perfect military commander. So, The government had Ender born and they put a monitor on the back of his neck to watch his every move to see if he ha d what it took to get into Battle School. The monitor protected Ender from Peter and kids at school because if anything got out of hand the officers would stop it to help Ender. They took the monitor off. Peter and the kids at school could finally get to bully Ender without getting caught. Peter quickly took advantage of the monitor being off to bully Ender around. If it weren’t for his loving sister, Valentine, Peter would have killed Ender. The kids at school had formed at gang to jump Ender after school one day. The leader was a boy named Stilson. They were a little bigger than Ender was and they out-numbered him too. Ender knew they were gonna hurt him and keep hurting him for the rest of the school year, so Ender decided to make this the first and last fight. Ender won the fight by ruthless blows to Stilson when he was down. Afterwards Ender cried for what he had done because he didn’t like hurting people, he didn’t like being Peter. Colonel Graff came back to get Ender. It had turned out they wanted to see how Ender could handle himself without the monitor and he had done it perfectly. Colonel Graff took Ender to Battle School. Graff had isolated him from the other boys in his launch group by stating that Ender was the best of them, so Ender had no choice but to be the best in the group to make them like him. After a while, Ender m... ...ut from the queen’s perspective. He opened and closed his eyes again seeing new images of himself putting the egg into a cool place, a dark place, but with water, so she wasn’t dry so that certain reactions could take place within the egg. Ender realized the queen bugger found him through the ansible followed it and dwelt in my mind. They came to know Ender by his nightmares. Ender picked up the egg and thought to himself that he was going to take the egg from world to world looking for the right place to hatch her so she can awake in safety. Ender picked a spot far from the castle tower for the new colony and wrote a novel from the queen’s perspective stating how sorry she was and that they killed us because they couldn’t communicate and Ender signed after the novel as â€Å"Speaker for the Dead†. He sent the book to earth through the nets and the book was published quietly. After a while almost everyone on earth had read it. Ender began to grow happy on the bugger planet and decided he had lived with pain and suffering all his life he can’t be happy now so he and Valentine boarded a starship and went from planet to planet searching for the right place to hatch the queen bugger.

Should Huck Finn Be Taught in Schools Essay

There is a great deal of controversy over whether or not The Adventures of Huckleberry Finn by Mark Twain should be taught in schools. It has been argued that Mark Twain depicts Jim as Huck’s impotent and submissive sidekick. Another argument made is that Jim isn’t portrayed as much of an actual human being nor is he treated like one throughout the novel. The Adventures of Huckleberry Finn should be taught in schools so that students and teachers are able to think about and discuss their opinions on what Mark Twain’s purpose was in depicting Jim the way he does.Many critics claim that Mark Twain saw Jim as no more than some type of loyal sidekick who was depicted as a simple-minded character who showed few humanistic characteristics throughout the book. This is not the case, Mark Twain had a purpose in creating a character like Jim, to reinforce yet challenge stereotypical racism back in that time period. Mark Twain did in fact make Jim a simple-minded character lacking intellectual abilities but he also humanized Jim by giving him traits like feelings and also by giving him somewhat of a paternal role to Huck. Doan’ know, yit, what he’s a-gywne to do† (85). â€Å"I went in en unkivered him and didn’t let you come in? Well den, you k’n git yo’ money when you wants it; kase dat wuz him† (320). These two quotes from the beginning and end of the novel show that Jim had no real intellectual growth throughout the novel. Mark Twain continues to have Jim speak in poor (poorer than the the other characters) English to reinforce the stereotypical racism of uneducated African Americans in the South.However, Mark Twain also gives Jim somewhat of a paternal role towards Huck which makes Jim out to be more humane. â€Å"Come in Huck, but doan’ look at his face – it’s to gashly. I didn’t look at him at all. Jim throwed some old rags over him†¦ † (50). This passage fro m the book shows the paternal instinct Twain gave to Jim’s character in which he undermines racist stereotypes like Tom Sawyer’s Aunt Sally who claims that black slaves were not people (221). â€Å"My heart wuz mos’ broke bekase you was los’, en I didn’ k’yer no’ mo’ what become er me en de raf’†¦..It was fifteen minutes before I could go and humble myself to a nigger, but I done it, and I warn’t ever sorry for it, neither. I didn’t do him no more mean tricks and I wouldn’t done that one if I’d ‘a’ known it would make him feel that way† (86). In this passage Mark Twain allows Jim to voice his emotions and by doing so Jim is able to not only make Huck listen but think about the way he treated Jim. Mark Twain not only breaks racist stereotypes through Jim in this passage but breaks them through Huck.Huck acknowledges that Jim is capable of having feelings and allows his own mood to be influenced by the fact that he hurt Jim’s feelings by doing so Huck has made himself â€Å"equal† to Jim thus giving another example of humanizing Jim. â€Å"Said the witches bewitched him and put him in a trance, and rode him all over the State, and then set him under the trees again and huge his hat on a limb to show who done it† (6). Jim’s story about the witches shows his childlike, naive way of thinking developed from a life in slavery in which he was sheltered from knowledge.Jim’s lack of gumption allows Twain to fortify the patronizing racist stereotypes that had developed in the South at this time. How Mark Twain depicts Jim in The Adventures of Huckleberry Finn as well as Twain’s reasoning for doing so is a reason in and of itself why Huck Finn should be taught in schools. Huck Finn is more than just an adventure novel it is a book that encourages and requires students as well as teachers to think about the deeper mea nings, such as Mark Twain’s purpose in creating a character like Jim.
